How to get there:
By bus:
Victory Liner (Sampaloc, Cubao, Monumento) going to Iba, Zambales.
Travel time: 3-4 hours
Fare: P200+
Drop off: San Felipe
From San Felipe, ride a tricycle going to your accommodation (P30 each) I would recommend The Circle Hostel (P500 -bunk bed, P450 -hammock). There are also other hostels that you can opt to stay:

Aside from surfing, skim boarding, you can also try the waterfalls adventures. 10-15minutes tricycle ride and 20-30minutes trek. P300 per person inclusive of tricycle and tour guide fee.
